Margin says the cost head's budget is exhausted. What now?

Margin checks every expense against that month's budget for its cost head, and stops one that would go over it, including when no budget has been set. Either upload a budget, or ask for an exception in Reference → Budget overrides: an admin or leadership approves it, and the expense can then be submitted.
