How do I issue Form 16?

In Tax → Form 16, first fill in the deductor's details: name, TAN, PAN, address, the authorised signatory, their designation and the place. Then pick the financial year and Generate each person's certificate. It comes from approved, locked payroll runs, and needs the person's PAN.
